Definition of Dangerous Goods
Dangerous goods is a common and easy - to - understand concept, but legally it covers the categories of hazardous chemicals and dangerous goods.
Generally speaking, hazardous chemicals only refer to chemicals, while dangerous goods refer to both chemicals and other items. For example, batteries, lithium - ion batteries, matches, activated carbon, and fire extinguishers are all dangerous goods, but they are not chemicals, so the issues of hazardous chemicals should not be considered.
Commodity Inspection of Hazardous Chemicals
According to Article 6 (3) of the Regulations on the Safety Management of Hazardous Chemicals, the quality supervision, inspection and quarantine department is responsible for inspecting hazardous chemicals and their packaging. That is, all hazardous chemicals are subject to legal inspection, and commodity inspection must be carried out in accordance with regulations during the import and export process. Also, according to the Announcement on Issues Concerning the Inspection and Supervision of the Import and Export of Hazardous Chemicals and Their Packaging (Announcement No. 129 of the General Administration of Customs in 2020, hereinafter referred to as Announcement 129) issued at the end of 2020, import and export enterprises of hazardous chemicals shall ensure that hazardous chemicals comply with relevant international conventions, domestic relevant technical specifications, relevant technical standards and regulations of the importing country, etc. In addition, imported and exported hazardous chemicals used as food or food additives shall comply with relevant food safety regulations.import and exportHazardous chemicals and their packaging are subject to inspection, meaning all hazardous chemicals are statutory inspection commodities and must undergo commodity inspection in accordance with regulations during import and export. According to the Announcement on Issues Concerning the Inspection and Supervision of Import and Export Hazardous Chemicals and Their Packaging (General Administration of Customs Announcement No. 129 of 2020, hereinafter referred to as Announcement 129), import and export enterprises of hazardous chemicals shall ensure that hazardous chemicals comply with relevant international conventions, domestic technical specifications, the technical standards and regulations of the importing country, etc. In addition, hazardous chemicals used as food or food additives shall comply with food safety regulations.
